Can they use my rebate to pay of outstanding debt?

I have recevied a letter from Halifax Credit Card offering me a refund for PPI on my CC. They are yet to give me a formal offer but state it's 'their policy' to put any rebate towards my outstanding balance.
Do i have a right to ask for a cheque? (sorry if this has been posted before..)

it does you a favour paying the balance, saves on intrest but yes they can offset0

No all reclaim charges must always be paid to the debt first and foremost.
