toilet flush problem

My toilet is of the modern verity with all the mechanism inside the tank which is operated by a split button on the top of the cistern.
When the flush has been actioned it takes an age for the cistern to fill up again. I have taken the top to look inside and the water is entering the tank in a fine spray, I have tried moving by hand all float and this make no difference to the flow.
I've also checked for limescale build up but there is nothing I can see. I am not that mechanical minded and I fear that if I play around with it much more I could do some damage but I have looked inside the bit where the water is coming from and there is a black rubber "gromet/valve/diaphram?"- forgive me if this is an incorrect term, about the size of a 10p piece. I have taken this out and it has a very small hole in it, mayne 2mm does anyone think that this is the cause of the problem? Or could it be something else and can I fix it my self, there is a plumbing supplies shop nearby so getting a bit/or bits woudl not be a problem. Any help appreciated !

I think you have answered your own question (mostly)
Take the washer (diaphram) to a plumbers merchant.
Do you know the make of ballvalve? The Torbec for example has a filter built in.

There is nothing written on it that I can see. There is a central column which houses the flush mechanism bang in the centre of the tank. Then to the left is a separate column and on the top the pipe rising out the water sits a unit housing the diaphram behind a screw top. I have taken a photo but photobucket is down at the moment for maintenance.
You think that if I take the diaphram to the store that they will be able to replace it and that I won't need anything else?0 -

The washer should have a small hole in the centre. A small pin from the other half of the valve closes it. Having said that, when the washer fails, you get the filling problem you have. Repace it and you should be fine. (Does yours have a small split anywhere as well, or is the pin damaged)0

I have just been to the plumb store and not much help. I've since found out it is manufactured by Serel. The guy in the shop might be able to help if I go back with the make, but I don't think it is an off the shelf item.0

I have been to B&Q which is where I got the suite from 6 years ago, by complete chance I still has a receipt as the model is out of stock and a quick call to head office has located the part for me which will be delivered to my home in the next 2 weeks for £13.99. I have had to buy the complete assembly for the cistern which is what the chap at the plumb centre thought would be likely, but I am happy with this just to get the toilet working properly again. Thanks for everyone's help !0
