Better to read it from the horse's mouth rather than via extracts from the papers IMO
This current government focus on the rental sector is why some of us have been reminding both Tenants & decent LLs to highlight their own experiences of where there are inadequacies & failures within the existing legislative structures.
Tenancy deposit regs not working for you?
Worried about S21 retaliatory evictions after raising deposit/repairs issues?
Sick of all good LLs being brought into disrepute by those who flout what rules there are?
Fed up with the length of time it takes for Councils to act on poor LLs?
Let the Housing Minister and your own MP know asap .
Send copies also to Shelter and CAB campaign offices
Read up on both the shortcomings& the advantages of the LL registration scheme in Scotland & voice your opinions on those too, so that any system set up on the other side of the Border accounts for those, & works well for both parties, rather than proving to be another unwieldy level of slow moving bureaucracy that fails to effectively deal with the issues it was meant to address.

Thanks for posting the link, that report is going to take some getting through.
Although it might chase a few rouge landlords away I am against licensing based on the Scottish system, their charges I believe are £55 per LL and £15 per property that means my wife and I would be paying £325 per year extra, I don't think that I would be getting much benefit for that money. Although the duplication of different licensing fees for different LA's was highlighted in the report, it seems absurd to me to have to pay it for each authority, surely if you have paid in one LA area it should allow a dispensation in another area. That would bring our £325 down to £215 or £160 if one license could be issued to us both.
Also somewhere along the line this would at least in part end up being added to rents, so the tenants would also end up contributing towards this. I think it would just end up being fee income for LA's.
Not that LL's will have much say in it, just like the virtually useless EPC's0
