major help and advice needed with paypal issue

hi all
please help im pulling my hair out paypal put a restriction on my account and held a £100 payment i had made to someone untill i varified my acount
fair enough i understand they have to do this because of european money laundering
i contacted paypal and explained i do not have a bank account or credit card but they were having none of it there was nothing else they could do
so i asked my mother in law same surname as me if i could use her bank account (the same bank account i use to pay my ebay fees direct from)
i put in the details and am waiting for the two samll deposits to be made
in the meantime the person i sent the £100 to contacted me and told them paypal has been incontact saying they are holding the £100 payment although it had already gone throughbecause there was no money in my account this is untrue as i had over £600 in the account when i sent the £100 the person on the phone said well we can not actualy tell how much anyone has in there account (so basicaly the were lying to the person i sent the £100 to)
then i tried to put my mother in laws cc on paypal as they needed this too for varification process but got greeted with a message saying i can not add this card to this account please contact paypal
so i emailed them asking why i could not add this card and got an email back asking for additional info so i complied by uploading photographs of my passport, recent utility bill, paypal top-up card and letter that came with it
i then phoned them today and asked if they had received my documents and what was going on as the person i sent the £100 to wants to know whats going on and i want acess to my remaning £500+ that is still in the account,
i was told yes they have received them and i should receive a response within 72 hrs to keep checking my inbox
i have ben looking all night and just received this email

now i am freaking out as they have over £500 pounds of my money in the account
i have no one to refund never have or have at present any disputes from customers so im so confussed how can they hold my money for this long and how/who can i see or talk to to take this further surely they can not do this

How do you use a PayPal account without a credit card or bank account?0

when you open a paypal acount you do not have to register a bank account or cc untill you receive £600 then you have to be varified as explained in my first post
then they also have a combined sending and receving limit of £1700 that have no where near reached
after you have been varified apparently they lift all these limits
the money in the account was received from sales made throuhg ebay0 -

Verification means exactly that, paypal require you to verify who you are. The easiest way of doing that is to ask for credit card or further bank details and if the name you show and the card are registered to the same address then paypal will accept it is you as they assume the banks themsleves will have done all the necessary checks.
Therefore it is not possible to verify yourself using a third party's bank or card details, the moment they cross check name and address it shows as incorrect and flags you up as a potential scammer or someone using a stolen card. In the first instance paypal give a slight benefit of the doubt, and possibly many buyers will be unbhappy at that as it is one loophole where some of the non UK scammers can get a payapl account purely to rip people off, however there is a second chance..that is to provide written ID in the form of driving license or other official paperwork.
Again it is all then cross referenced against the bank details, so if you are Mr John Fred Kennedy born 1. 1,. 80 and can prove that via a passport and that same name cross references against the credit card then they would probably still allow you to register the card and bank account and would assume the address was just new or something.
Without your own bank account and card you cannot verify yourself and cannot therefore have a paypal account. Your only hope here is to either put paypal on hold and try and get a basic bank account and card or to try and persuade paypal to just release your money to a third party and allow your paypal account to be closed.
I should imagine you are pretty fed up of this, but look at this from a buyers point of view. Many people do not like paypal and consider it unsafe, knowing that any long term user has had to go through some checks to verify that they are who they say they are and are credit worthy (or even just have UK banking access) goes a small way towards reassuring buyers that if it all goes wrong paypal have details of the person and can track them down to recover funds.
My son had his account recently put on hold as he moved student accomodation and forgot to change his address and verification failed. We ended up having to reverify him at a new address, change bank details and card addresses just to get his funds released. well i have just had another two confusing conversations with paypal the first was obveiously a blow off from someone at the resolution centre
it is becoming pretty obveious they have no clue and reading off scripts because the answers i were given were way off
i asked them why they had decided to end my agreement with paypal and why they thought i was a risk and they could not answer just told me well the department that deals with that dose not speak the public
so i then asked to speak to his manager or supivisor he replied there are none in today i then assked well who is higher that yourselfs then well its either the investigation team or the someone else but again they do not speak to the public and we do not have a phone number for them so i said well im sure your governing body will be pleased to hear how you are treating your customers and holiding there money for no reason and have paypal not in current years had lawsuits agains this same thing that is happening to me to wich he refered me back to when i signed up with paypal in my user agreement they are allowed to hold funds for up to 180 days so at this point i was starting to steam and said thank you and ended the call
i then phoned straight back and again they wanted to put me through to the resolution centre i asked before you put me through can i just ask you if they have any managers or supervisers in at the resolution center today her reply was yes and she put me through
this time i has a bit more luck the lady was still trying to say that i need to varify my account wich i said i am in the process of i am waiting for the two samll deposits she then went on to say im sorry but....... when i interupted and said i know my account has been terminated but im trying to find out the cause of this i explained that i have not got nor had any complaints from what people have brought from me, any disputes, any chargebacks ect ect with this paypal account and told her that i simply sell unwanted items on ebay and to check my feedback i also stated i use the same bank acc to pay my ebay fees and they have been paid on time since i have had the account as i have automatic payment of ebay fees set up and surely this should help varify me as at the end of the day both ebay and paypal are the same company she mmmmmmm ed and said what have you sold so i told her
she then seemed as confussed as me and said she would pass all these details onto the investigation team and get them to give me a call (i very much doubt this will happen) and that they should get back to me within 72 hrs but i am still none the wiser as to why they have done all this and am getting very annoyed at them holding my money and the £100 payment i seent too
so please if anyone has a contact number fir any of the investigative team over at paypal or any ideas who i can go to for help please let me know

i have sent via upload on the resolution centre a copy of my passport, a recent paid utillity bill and a copy of my paypal top up card a the letter that was issued with the card so this in a way in my opinion is varification and i have added my mother in laws bank account for the two small deposits to be put into again the same bank account that my ebay fees are and have been paid from since i have had the account???? what more do they need dna???
i agree u need to try and get the money out of them as easily as i can
the thing that makes you laigh is that scammers csn ge away with stealing money,setting up fraudulent accounts and the honest avarage joe gets stung
i was asked the other day after receiving a 20% discount code on ebay that is processed through paypal how can they afford to do it????

The problem still is though that you are trying to add a third party bank account to verify yourself.
