Has anyone ever spoken to anyone at the DVLA

Hi,
I need to get through to the incompetent fools at the DVLA. I've tried the main number and local office and all i get is about 64 billion options and when you do get an option to speak to someone it never gets answered on just cuts out.
What's going on? Are they just as useless as all the other government run agencies (NHS, schools etc)
