The Gimp is good and will run on Windows and Linux, I think it runs on OSX as well.

google actually have their own photo site picasa
click on the more on the goolge page and then photos

Yes, I am a google picasa user myself, but thought googling might give a comprehensive range.

I think the OP was after a personal recommendation rather than simply a list of all the free photo editors available.
