It's going to be PIN only from 14th February 2006

APACS have announced that it will be PIN only in shops from 14th February 2006.
"Apacs announced that the banks and retailers, in a bid to tighten the net on fraudsters, had agreed to make it harder for consumers with chip and pin cards to pay for goods in shops without using their pin."

That's all well and good but remember that there is a period of ime (sometimes 7-10 days) between activating your credit card and receiving your PIN.

This is an extract form an article I have just read :)

LONDON (Reuters) - Fraud on bank cards has fallen nearly a third since the introduction of chip and pin security, banks and retailers said on Monday.

Fraud on lost and counterfeit cards slipped to 89.9 million pounds in the first six months of 2005 from 126.6 million in the same period the year before, according to the Association of Payment Clearing Services (APACS).

The new cards have been introduced across the country over the last 18 months and are now used in most transactions.

From February 14, 2006, holders of the new cards will be obliged to use the personal identification number, said APACS.

From that date retailers will be able to refuse customers the option of using their signature to verify payment.

"More than nine out of ten people have a chip and pin card and there are a hundred successful chip and pin transactions a second," said Sandra Quinn of APACS.

"This announcement is targeted at the minority of consumers who have chip and pin cards but are not yet using their pins."

The new Nectar Amex cards are C&P, so it must be soon. However my card expires 2008 so I hope I can keep using it until then ;-)

    Apparently not, I'm afraid.

It looks as though ALL non-C&P cards will be replaced by C&P cards by the end of next January.

ALso, no one is saying that you will HAVE to use C&P. what they're saying is that shop staff will have the right to refuse the sale (if they choose to) if you don't use C&P.

    Hope this helps.

All non 'chip and pin' cards, wether you have chosen a 'chip and signature' card or your card issuer hasn't yet issued 'chip and pin' should continue to be accepted.

The statement is aimed at holders of 'chip and pin' cards, they will no longer be given the option of giving a signature.

They will have no option but to refuse any 'chip and pin card' without the PIN.
Non 'chip and pin' cards will continue to be accepted with a signature.

"From February 14, 2006, holders of the new cards will be obliged to use the personal identification number, said APACS."
  • I still don't see how chip and pin is so secure.

Ok, so the PIN is not printed on the card, unlike the signature. But once a PIN has been discovered (by watching someone use it, by forcing someone to tell you, by guessing it.... etc), anyone can use the card unchallenged without any real effort - they don't even have to practive how to forge the signature.

I think when Chip & PIN was introduced, the PIN should have been in addition to the signature, not instead of it ie. the cardholder should have had to sign as normal and then verify by PIN.

Card fraud at point of sale has fallen by 33% but the figure going unobserved is that ATM fraud climbed by 82%.

Looks like tha bad guys latest slogan is I Love PIN!

Send back your PIN for your credit card and ask for a Chip and Signature Card before you end up with a card that puts you on the back foot.
