Norwich Union -Car Ins HELP!!

Sorry , this is a bit of a story but please please please i need to know where i stand on this..I have been a customer of NU for near 3 years , and recently my renewal came through which was a lot more than my existing premium.
So I searched around and got a quote from Elephant near 40% cheaper and with less excess.So I rung NU to inform them I would not be renewing .
i then rung Elephant to go ahead with the policy only to be told that they can see on the database shared with other companies that I have a claim against me , which pushed up the quote to near what NU quoted in the first place.
This "claim" turns out to be from DEC 2005 when whilst sat at a traffic lights a woman in a car went past on the right hand side to turn right and hit my wing mirror , didnt stop, just waved as she turned the corner and was gone.But I got her reg number and so went to the police to report it as she technically left the scene of an accident. They took details and just advised me to inform my insurers as a precaution. So i did , just advised them what had happened. Later I got a letter from the Police saying no action was being taken which i did`nt think it would anyway , and to me that was the end of the matter. I paid for the new wing mirror myself and did`nt think anymore about it untill the following renewal date when my premium was high so when i questioned why i was told it was due to the claim. I went over with the advisor what had happened (plus the fact they were`nt even interested in chasing the person who had done the damage) and so they reduced my quote and i thought that was the end of the matter.
Then this recent renewal came , i decided to go with Elephant only to be told that a claim exists against me.
I have been on to NU 5 times on the phone to various advisors (and basically got nowhere) who tell me they cant remove this claim - but i never claimed so there should`nt be anything on my record.
I have e-mailed customer service and complaints only to have replys stating that they can not remove this claim , and that as it was a no payout claim it will not go against me with other companys but obviousy it is , and they have even told me that other companys can feel free to telephone NU to get confirmation that this claim did`nt affect my NCB etc but Elephant wont do this and i can see why not.Its not down to other companys to find out why there is a claim , surely its NU duty not to have this on my record as a claim when I never claimed in the first place.
This is affecting my choice to have free and fair market choice as other companys see a claim against me so put up any quote given.
I`m going round in circles and as of tonight my car insurance expires so it looks like I am gonna have to pay an inflated price due to a claim that never should have been.
I am obviously going to contact the ombudsman but wanted to know if any fellow MSE members are clued up on this.

    They will not remove the incident, and they are entirely correct not to.

    I am surprised, however, that they have not explained to you why it will not be removed. The reasons are as follows:

    Whether or not you claimed for the damage through insurance is irrelevant - you are obliged to inform insurers of any claims, accidents, thefts, fires, damage regardless of fault, and regardless of whether settled privately or through insurance.

    If you do not inform prospective insuruers of the incident then you are breaching a legal requirement called 'utmost good faith'.

    Non-fault claims will impact on premiums because there is a proven statistical correlation between having a non-fault claim and having actual fault claims.

    And razkazz , also thanks for the reply, but what you are saying is that for being an honest and open person I am now being penalised against.
    Typical.
    Should know to keep my big mouth shut. Surely everyone can see this is not fair.

    Why is it unfair?

    The non-fault accident indicates a higher risk, so the premium is increased.

    I've passed this onto my colleagues to look into as I think it may already be with them I wanted to make sure its dealt with by the right people.

    It`s unfair because due to some other persons dodgy driving I have had to pay out for a new wing mirror for my car and now have to pay extra for my policy.
    This happened December 2005 , near 2 years ago.How long do insurance companys , because of this incident , think I am going to be a higher risk. We all carry the same risk when we drive that some idiot in another car is going to cause an accident. If you and I drive the same journey tonight , we have the same probability of being involved in a accident. The difference is that I am now having to pay an extra premium on my insurance, so how is tha fair?
    Surely it is no more or less a risk than any one driving down a road who may or may not be involved in a situation where they are not to blame.
    Its just a scam by insurance companys to try and eek out more money from honest sensible drivers ,thats all , don`t kid yourself otherwise.

    One consolation - when underwriters look at premiums in terms of accidents reported they are only interested in the 3 years prior to the date your insurance renewals starts.

    So next year this will not be an issue.

    You could of course consider changing mid-term in Jan 2008 when you have just gone past the 3 year point.

    You seem to be drawing your own conclusions with NU - they are pants in terms of customer service and the call centres in India are about as useful as a fart in a spacesuit.

    I would much rather deal with an Insurer that answers the phone quickly and communicates in an understandable manner ;)

    Unfortunate, not unfair. There are many factors outside your control that affect your premium - gender being the most obvious.

    Generally claims, accidents etc have to be disclosed for 3 years after the incident.

    I explained this in an earlier post. There is cast-iron statistical evidence that drivers who are involved in a non-fault incident are more likely to be involved in a fault incident. Therefore, higher premiums are charged.

    Not at all. Given that you are posting on this site, surely you are aware that motor insurance is a highly competitive market. No insurer can hike premiums purely to make a quick buck as they have to balance charging an adequate premium to cover the risk with charging a low enough premium to stay competitive.

    I hope you can help me with regards to my wife's problem with NU.

    She has been a satisfied customer for the past 4/5 years, no accidents, no claims. She received her latest renewal in April also enclosed was a revised policy extract - not one sheet but a 6 page brochure with many revised terms - we looked at the first few pages and thought it was a typical rewording to cover changes in the law.
    Now in October my daughter is learning to drive and my wife would like to pass the car on, my daughter has shopped around for her own insurance and found direct Line to be the cheapest for new drivers. So we rang up to cancel my wife's insurance and we were told we would have to pay £52.50 to cover the adminstration for setting up the policy, she is more than half way through how can it be a flat charge. I have checked my wife's current policy with Ford Insure and there is no mention of a cancellation charge.
    It was mentioned in the revised policy extract that it was updated to suit the Financial Services Act but why does it only affect Norwich Union.
