I want to sell my laptop on Ebay. Can anyone offer advice on the safest way of selling it? I am particularly concerned that someone might cannibalise it and send me back a shell.

Safest is 'collection only'. They see it work, they pay cash. Make out a bill of sale saying purchaser examined the item and accepted as seen.
Also advertise on GumTree and local freeadd sheets.0 -

Ebay also obliges you to take Paypal, scammer's dream for collecting.0 -
You have to offer Paypal but you do not have to accept Paypal. No normal buyer would insist on paying with Paypal for a item personally collected. There are weirdos and scammers on eBay but they are far outnumbered by ordinary reasonable people.
If anyone does try to scam you or mess you about, walk away, don't deal with them. If they give you a neg? Who cares -- their statement will likely be an irrational rant and your sensible reply will cancel out any damage to your reputation.0
