refunding P+P advice please

Was hoping someone could advise me on ebay rules as I cant seem to find them. I bought a controller for my telescope from America and it doesn't work, the seller has offered to refund me the item cost but not the postage and wants me to post the item back to him is this allowed because I don't half feel ripped off! :huh:

If you open a paypal dispute they will request you send back the item at your cost but they usually refund full price of item and the postage cost (what you have paid) but not return cost of postage. He'll have to refund the cost and the initial postage, but you're responsible for return postage, and you'll have to send it tracked. It was your choice to buy from so far away...
A good seller would refund the return postage for a faulty item, so you could always leave him a negative if he doesn't, to warn others.Should've = Should HAVE (not 'of')
