Card Protection Charges

in Credit cards
Hi, I got a letter from Natwest Debt Recovery Team a week or so ago stating I owe them £197 for a credit card. I did have a credit card with them almost 3 years ago but paid off balance and closed the account.
I was confused as to what I owed considering I paid it off, it transpires that it is the annual card protection fee. I assumed this would be cancelled when I closed my account. Is this my fault or theirs?? All their letters chasing me were sent to my old house but Natwest were aware of the new address as I have a current account with them (although I didn't inform credit card services as I closed the account and assumed there would be no more correspondence).
They are getting back to me today as the computers are down but I am not sure how to handle this as I have never been in such a position. If I do have to pay it, can I make some sort of agreement with them as I am financially struggling like most at the moment and can't afford to pay out such a lot in one go.
Thanks for your advice in advance.

You may have a fight on your hands, because your T&C's (that you agreed to) state...have a look at my thread below you,I'm having the same thing with citi,I told them they were responsible as they paid money out of a non existant account, I also told them that I am willing to go to court over it,thats how annoyed I am.20.9 A Continuous Authority Transaction gives a Supplier authority to directly debit your Account until you or the Supplier cancel this arrangement. Continuous Authority Transactions cannot be cancelled by us and will continue to be presented even if your Account is closed or the credit facility suspended. On closure of your Account or change of your Account number, you must cancel or amend any Continuous Authority Transactions with the Supplier.

Where's the con ? Your card company are obliged to make a payment from a 'closed' account if you haven't personally cancelled the mandate with the other company concerned.0 -
the con is they own the company,0

Thanks for everyones help so far. I can appreciate that I can continue to be charged even though the account is closed, it has taken them 3 years to find me as I moved however hence creating lots of charges. Could they not have just looked at my account and realised that I have a current account with up to date information on or do they not work like that? It is 'Natwest' card protection so I would assume they hold all my details.
If I do end up forking out for this, can I make an agreement to pay back a bit at a time?
Still waiting for them to return my call.
Thanks.0
