Hi
On 29th Jan I paid £4.99 through Paypal for an item on which I was the only bidder.
The item never arrived and nor did the second delivery which the seller said he had sent. A few days ago he said that he would contact Royal Mail to find out what is going on.
So time is rolling on and whilst £4.99 is not going to break the bank I feel that I should be filing a claim.
Can anyone point me in the right direction?
Will this affect my Paypal /Ebay account in any way and will I still be able to bid etc.

Watch your timing as you only have 45 days to start the chargeback. You are only allowed to do three chargebacks a year, but this is the only downside, it doesn't make any difference to your accounts otherwise.
Personally I think your seller has had long enough, start the chargeback now.

OK HOW DOES THIS WORK
an honest seller sold an arcade machien to someone , the seller delivered the machine personally
when he got back home a chargeback from paypal was doen for the arcade machine and he got hsi mnoney back he also got the sellers arcade machine??

I'd say its possible because seller can't prove delivery. Paypal want proof of trackable delivery. Personal delivery isn't trackable.:heart2: Love isn't finding someone you can live with. It's finding someone you can't live without :heart2:0 -

1) If you try to withdraw funds to a bank account while a chargeback is filed the transfer will be reversed. Remember it takes about a week for funds to be moved to a bank account.
2) Even if you do it in time, the paypal account will go into negative balance & paypal will tell you to add funds to the account. If you don't they'll either close the account (unlikely), or come after you for the balance.Coming soon....0 -

Mines in negative, but they won't get their money :rolleyes: If they pass it on to a debt collection agency, i don't know who paypal areIf you look on paypalsucks.com you will see there are loads of people who have been through this and Paypal have been powerless to claim their money back. They have no enforcement rights via the courts

Totally possible, any seller that takes paypal on an item that cannot be tracked as delivered is asking for trouble. I like paypal it is my preferred method of payment but I would urge people to always understand what liability they have when using it. Bleugh often posts to various links to various 'anti paypal' sites which are full of stories from people who never read the terms and conditions.
Paypal are very clear in their rules about chargebacks, so protect yourself:
