Timer that will auto-boot pc from 'off' or standby?

Does anyone know of any programs that can be set to automatically turn your computer on after a complete shutdown. Failing that, is there one that will do the same from standby?
I'm looking to set my new Freecom DVB-T receiver to record some of the football over the next few weeks, but obviously would prefer to not leave my pc on all day.
And as a side, does anyone else experince the annoying issue with these freeview receivers whereby the frequencies for the BBC channels changes during the day? What I mean is - my receiver has scanned the main BBC channels at both 698.00mhz and 810.00mhz, but at any one time I can only get a picture from one of them, but it has changed which one that is between last night and today. This obviously makes setting the timer for BBC footie unreliable if I can't be certain which channel to use. Any ideas anyone?

No idea what they're going on about with all that SETI stuff but reading it does show the option to run a task with the option of 'waking the computer' to run, which I would assume means waking from standby.

This is a very low-tech idea but sometimes these turn out to be the most reliable..
You could use a plug-in timer which switches the power on/off at specific times. You'd need a resume-on-power-failure option on your PC motherboard so that it thinks there's been a power cut when the power comes on.
Of course this would mean your PC gets shut down rather abruptly when the timer switches off!

You can create a .bat file that will run a shut down command. I'll google for an example when I get a sec. You just need to setup task scheduler in windows to run it at a set time.
As for switching on. If you're looking for something very simplistic, you could use the BIOS. Most BIOS's have the capability to turn on a machine at a set time.
Or you could look into remoting into your machine. I can turn mine on by logging into my router, then getting it to send a WOL (wake on lan) packet. This turns my pc on. Once its booted up I can remotely access it via Remote Desktop or UltraVNC. That's getting a little complicated though.
