Accuracy of excess baggage charges ?

Hi,
I have had a strange experience this last week and would like to know if there is any merit in challenging the position.

I am in the beliefe that if anything is sold or charged for by a weight system then the scales have to be calibrated by an approved agent for weights and measures ?

Well , this last week has thrown up a strange event .

I packed my bag and weighed everything individually on accurate weigh scales, and then loaded it in to my bag (yes I weighed the bag on its own too ).

Next I weighed the bag as packed and it weighed , 19.5kgs , exactly as it was all added up.

I went to the first airport as part of my flight itinery , and lo and behold my bag had grown in weight by 1.5 kgs to 21kgs exactly.
in the true letter of the ticket conditions on flybe this 1 KG should have cost me £9.00

but that desk is a bit fleixible so was not charged.

on arrival i pick my bag from the carousel, and check in for the next flight with SAS, put the same bag on the scale and this time it now weighs 22kgs , now I cant imagine that Manchester has any different gravity effect than my 1st departure airport.

But low and behold , when I get to my destination there is scales to use for guests (airport hotel so its handy for pax ) and my bag again now weighs the original 19.5 kgs ..

So does anyone know a legal position on this , is there some sort of massive con going on to make cash . what rights do you have to ask for your bag to be reweighed on another scale.

Is there likley to be a major backlash like the banking charges claim backs.

The aviation must be making a killing at this , flybe charge £9.00 a kilo is just crazy, even more so when you are actually allowed to have 10kgs in your hand luggage.

On my last trip a few weeks my hold baggage weighed in at 23kgs, so the desk was going to charge me £27 excess (so not even a margine of small error ), but then said to weigh my hand bag that only 3 kgs in it, so I was notified if I take stuff from my hold baggage and put it in my hand baggage then it was all ok and I would not be charged anything... I was speechless , .But did it anyway, just glad I had a small rucksack to do it , one woman was not so lucky, so she had to pay her 3 kg excess.

But its all weight on the aircraft , so why they could not just weigh both bags , hold and hand , and so long as its under the 30kgs it is the same effect on the aircraft ...

Before anyone starts trying to say the hold bag weight at 20kgs is about H&S , please note, you are allowed up to 30kgs in any one hold bag so long as you pay the extra over 20kgs .

So a bit to think on, I know I will be over on some flight in the future due to the job I do , but really do not want to be paying fees if there is a legal way to challenge it .:huh:
