Prepaid debit/credit cards...any pointers?

Hello everyone
To cut a long story short, I work as part of a "digital inclusion" team in Glasgow, based in a Cybercafe offering free internet access and ICT training to residents and employees in our area.
For a number of reasons (including the imminent closure of a nearby shopping centre housing the only supermarket), we'd like to promote online shopping to our customers. Many of our customers, however, do not have credit/debit cards and may have difficulty in securing one, so a prepaid card seemed like an ideal solution...but then, on doing a bit of research, I find that prepaid cards are fairly difficult to come by in the UK and can involve substantial setup and monthly fees. These fees may be unavoidable, but some sites I've looked at just seem downright dodgy, e.g.

I read that the Clydesdale Bank is involved with this

which may be useful.
Does anyone else have any suggestions (links to legitimate providers would be appreciated)? And, by all means, if you think that prepaid cards are not the way to go then please say so. In the meantime I'll carry on my search.
