I think they do work when the rads are on outside walls. I made my own by measuring the distance between the brackets and making a cardboard template. I then stuck the bubble wrap to the cardboard with pva glue and then stick tin foil to the bubble wrap
On one or two rads the distance between the rad and wall was too thin so I didnt use the bublewrap I had all this going spare so didnt cost me anything
I have seen a bubblewrap type foil for rads in Focus last year if that helps. I think Screwfix sell it too

We've been in this house about 15 years and as we decorated each room we put these behind all our radiators. I am sure they help - they throw the heat back.
We bought a big roll of the stuff and one side is self-adhesive, dead easy! You just cut it off to suit size of rads. You will find it in any DIY stores.
Is it called radiator foil? Can't remember but they'll know what you mean!
We had cavity wall insulation about 3 years ago and the difference was staggering. We got a grant for this (there are loads around) and one of the best things we ever did.0 -
It comes on a roll? Excellent - thanks for the pic that really helps.
Cavity wall insuilation ... I have a man coming next week to tell me if my house already has it and what it'll cost.Really good to hear someone (who won't make a profit from me) thinks it made a difference.0
