Removing abestos lino?

My uncle in his 70s, has been offered a Warm Front? grant to install central Heating, but the the firm who came to inspect the house, say the lino has abestos in it, it is old, 1960s maybe, and is in most of the rooms... council is coming out to test it. Does anyone know if he would have to pay to get this lino removed and if so, how much approx? The house is a 2 bed terrace. He lives in birmingham.
