ANPR on entrance, but no barrier on exit?

OK, so I parked at Gunwharf Quays in Portsmouth last weekend, and it occurred to me that despite me being the most forgetful person in the universe, I'd never got a parking ticket there, and never will, because the system they have in place (exit barriers that only open on presentation of a paid ticket) means that I can't actually leave until I've paid.
This leads me to thinking about other places, where I have fallen foul of the law and unintentionally left without paying.
Surely there's some onus on the operator, if they want to charge for parking, to ensure that the system they have in place isn't so wishy-washy and flawed that we are paying disproportionately massive fines for simply being forgetful.
They can afford ANPR on the entrance, but they can't afford a barrier on the exit? Really?

p.s. Credit where credit is due... Gunwharf Quays car park in Portsmouth is very nice, clean, efficient, and when I have met staff they have always been friendly and polite.

You are someone who might like to write to the DCLG and Mrs May and suggest that they look at Gunwharf Quays in Portsmouth as an example of 'pay on exit' that works and no need for a scammer ex-clamper on site.
This is the sort of letter that those of us in the BMPA are suggesting victims write, as the DCLG are meant to be finalising 'new plans' for parking on private land in the next few weeks. You can bet your bottom dollar that the BPA and IPC and shaking hands with suited friends to 'lobby for the dark side' (PPC scammers) right now which is why consumer letters are being actively encouraged by us:

So, you are different because you are not a victim (this time) of a scumbag parking firm (who do NOT enforce 'the law' nor exist for parking management, only for the sole agenda of emptying consumers' pockets) but you could present the other side, to show that there is a working alternative that would rescue the horror that people are undergoing in NHS car parks, etc.
Pay-on-exit can certainly work as long as the machine works out 'the stay' properly and doesn't expect the consumer to remember their VRN/key it in without their reading glasses or recall/guess exactly what time they arrived in distress at a Hospital, for example (yep we've seen ParkingEye do that).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
