This seems to centre itself around "wrongdoings."
To make an agreement, then break an agreement, should put the aggrieved person back to the place they started at. So, if, for example, I asked Bob the Newsagent to deliver a paper, let's say The Daily Mail and he did, and I didn't pay him, then he should quite rightly be able to pursue his costs to put him back to where he was in the first place. It's a bit of a pain for him to pursue, if he went to Court, it could cost him a fair packet, perhaps up to fifteen quid. It's likely that we'd reach some compromise. If I didn't pay, he'd have a right to pursue me. If he tried to claim £179 he'd be told to rock on.
To commit an "offence" is slightly different. If I walked into Bob's shop, picked up a copy of a newspaper, let's say The Daily Mail, then walked out, then I have committed an offence, in this case, against a person, and I should be "punished."Illegitimi non carborundum:)0 -

Yep and it's been edited, too late bpa we have copies of what you put there! Think of it as punishment for posting it up! You are supposed be the oversight of ppcs but you can't get it right, how do you expect them to get it right ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

One sincerely hopes that it was not my avatar!My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
