DVLA - Date of Liability for Cars

I visited DVLA's website and clicked on the link to "Vehicle Enquiry".
I typed in my car registration number and it came up with the details from the V5 logbook, but also produced a "Date of Liability" for 1st April 2006.
Does anyone know what this "Date of Liability" is and what implications it has for me/my car/my insurance policy?

No probs. I thought government sites in particular were supposed to put things in plain English these days but obviously the DVLA have yet to catch up.0
