State what you like but if CEOs were ordered by the parking boss to ignore your car it would be in the papers by the next print run. CEOs are pretty well known for leaking things like that. Even then the odds are you'd still get a ticket (CEOs are well known for forgetting to ignore certain vehicles and still booking them). It's usually a case that the councillors get booked, kick up a stink and then miraculously get their PCN cancelled somehow.
I knew of one councillor years ago who got booked for no permit in his car, went home, grabbed it, put it in his windscreen, went back to the same space, took a photo of his car displaying the permit and alleged that my colleague was not only dishonest but corrupt and targetting him. What he didn't realise was that we all took photos and my colleague had multiple shots of his windscreen with no permit.
So, say as you wish but councillors are always the ones trying to find a reason to get out of a ticket and then standing on the moral highground against the motorist in the press regarding parking abuse. You can't even deny it yourself since you came here asking for help to get off it

We’ve got specific parking facilities in 'Building One’, which is actually just round the corner from where I was parked. With 2 children, it’s not practical to park in no.1, hence I parked where I did.
I admit that I was parked where I shouldn’t have been, despite displaying an EHDC and BSTC badge (I’ve got 3 tax disk holders in the front, one with the disk in, one for East Herts, and one for Croydon Council, with 2 more on the dashboard.) I was trying to find a way of legally evading capture.
I have already moaned at the Cllr for Parking Services (who I happen to live with, have 2 children with and be married to), who has given me a nice job in the morning: Walk in with £7.40, £2.40 it would have cost in parking and a £5 admin charge, and pay this. They do have a right to refuse, though

Pay them £7.40? I think that is an excellent idea. It would be a bit more appropriate to the "offence" than some arbitrary fine...

They’ve begrudgingly accepted the offer, as they can’t take it to court with a reasonable offer of payment, which as stated, is appropriate to the offence.
