Any provider of landline services would normally offer this facility. Its usually called call divert or call forwarding. Its normally chargeable eg BT Charge £1.75p a month. See http://www2.bt.com/static/i/btretail/consumer/home/home_phone/value_features.html
If your with BT still for your line rental, dont forget to nominate your mobile as your best friend to get a discount on diverted calls. Also if you add Mobile add on as well http://www2.bt.com/static/i/btretail/consumer/home/home_phone/callmobile_addon.html you can reduce the cost of calls to your best friend mobile by 40% handy if you recieve lots of calls.0
