I know about this account too and it is a possibility but I was wondering what reasons if any for not going for the higher rate accounts with the foreign banks, when the compensation scheme is still there?0

There is a message elsewhere on this forum saying that the Birmingham Midshires fixed rates (at least the 1 yr bond) have been withdrawn. You can still request an application for these accounts on their website but whether you will receive an application or the advertised rates is questionable.
The AKBank N.V. account at 7% looks good - I can't see anything wrong with it. Why doesn't it head Martin's Best Buys?
If you are considering this account it would be a good idea to print off a form in case it is shortly withdrawn.0 -
Well, it's a subsidiary of AKbank T.A.S, which doesn't have the most impressive fitch ratings.

Speculative. 'BB' ratings indicate that there is a possibility of credit risk developing, particularly as the result of adverse economic change over time; however, business or financial alternatives may be available to allow financial commitments to be met. Securities rated in this category are not investment grade.

Speculative. Minimal capacity for timely payment of financial commitments, plus vulnerability to near term adverse changes in financial and economic conditions.
http://www.fitchratings.com/corporate/fitchResources.cfm?detail=1&rd_file=strA bank for which there is a limited probability of support because of significant uncertainties about the ability or propensity of any possible provider of support to do so. This probability of support indicates a minimum Long-term rating floor of 'B'.

ICICI's stability is questionable, yet even it has slightly better ratings than Akbank T.A.S.
