Its strange how some comps do that - I had a spate last year where I couldn't enter quite a few sites, but then eventually my computer had to have windows reinstalled, and everything worked properly again. It wasn't my passwords or anything like that, as I went down to my sons in France, and was able to enter them all from there.0

Sorry to bump, but I think this is worth pointing out for those that are still having problems.
This particular form is VERY picky about how you fill it in. I had issues with it when I first encountered it and found that the best thing to do is to NOT to use form filler. If you do, it'll will reject any further submissions until you close the site, and follow the link provided by the OP.
The form should then be filled manually, only the fields which are necessary, and it should submit fine.
