Backdated payments

My partners child moved in with us on the 20th September 2018 after disagreements with her mum and step dad. We applied for child benefit and provided them with the date that she moved in. We've been waiting patie toy for a response and received a letter today saying that payments would begin from the week after the 15th October with no mention of any back payments?
We're not sure if her mum has contacted CSA to advise them that she moved out or if she even needed to. Is this how the payments generally work? I've never claimed benefits and he's never had to deal with a change of situations like this so we're not sure what to do.

I believe the procedure would be to contact the child benefit. When you are being paid that then you are officially the parent with care. If your partner was paying CSA 0 that should stop. Your partner would now raise a case with the CMS as he/she should be receiving payments rather than paying them...0
