Reclaim council tax on flat I'm about to move out of

As there are only 8 CT bands, there will be many different dwellings in the same band, so your band is probably correct. You are well out of time to make a formal appeal and if you asked for a band review, it will be dismissed out of hand as you have no good reason or evidence to support your request. The new tenant would be able to make a formal appeal, so i you feel the band is to high, you should contact them and suggest they make an appeal.
