Our son who lives at home with parents is a full time student with mental health problems including ASD.Can we insist he pays the council tax at least and put the council tax bill in his name? As a student is he entitled to an exemption?

Not sure what the aim of what you are wanting to achieve is ? Council Tax liability is determined only be legislation.

No you can't unless he has a highest legal interest in the property (i.e he was the sole owner or sole tenant). If he was the sole owner or sole tenant he would be responsible for paying the council tax charge for the household - unless the two parents could find a way to be disregarded for council tax purposes then there can be no discounts applied either, even allowing for the son being a full time student.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
