How Do I Complain about Shortfall?

Can someone please give me a few easy pointers re complaining about my endownment shortfall with Standard Life. I started my policy 5 years ago & still have 13years to go. Shortfall quoted at £3K.
Who do I complain to....Standard Life or the Financial Adviser that sold the policy(although I think they haver left the branch of solicitors that I used at the time).
Does someone have a template drafted that I can use as letter of complaint?

Any help would be most appreciated.

    Firstly you cannot complain just because you have a shortfall.
    You can only complain if you think the policy was mis-sold to you.
    i.e. they lied to you, didn't explain the risks, or it didn't fit in with your stated objectives at the time.

    Just because the "gamble" on the stock market hasn't paid off is not grounds for complaint.
    Do you think you were mis-sold?
    Who do I complain to

    You need to go back to the company (not individual) who sold you the policy.
    This might not necessarily be Standard life. It might have been an independent advisor.
