In respect of the online account systems don't be overly concerned about no mention of recovery action as that is common, the online systems tend to be quite simplistic and show only the basic payment details.
The only reason I mention this as there is a specific tab for 'Enforcement' and below this it says 'no records found'.

In what way ? They should always match what is shown on the liability order.

As mentioned in my first post, the names were incorrectly listed on the original council tax demand. For example, my partners name is Mr John Andrew Paul Smith and the housemates name is Mr David Anthony Stevens. The names appeared on the demand as:

    Mr John Andrew
    Mr Paul Smith
    Mr David Anthony Stevens

This was corrected and confirmed via email in July, but it would seem they haven't updated their records. I have checked the bailiff letter and the names are incorrect, it addresses the above 3 names.

A lot of councils don't use the online facilities fully so dead tabs like that aren't uncommon (although you do wonder why they buy functionality and don't use it...)

The enforcement agent should be updated by the council once the council make any updates - until then it's in limbo in that respect. Usually if it's pointed out to the enforcement agent's office they will call the council a call themselves to ensure it's updated (it's obviously in the agents interests to have the correct details).
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
