Is it worth disputing banding?

I've recently moved into a purpose built over 55's apartment block and received my council tax bill. It's in band B, as are all the other apartments when I checked, but the value today is only £70,000, and according to the Nationwide house price check for 1991, it would have had a value of £24, 874. I cannot find out how much the apartments were sold for when the were built in C1990, but I have found various sales of the apartments over the years e.g. Nov 1995 for £37,000: 1996 for £36,000:Jan 2002 for £40,000.
Is it worth disputing the banding, seeing as ALL the properties are banded the same? I can't see any of them being worth £40,000 in 1991.

    You have nothing to lose, it's not going to go up to a Band C. It should be noted though that prices were volatile in the early 1990's and prices did drop off over a few years before later increasing again so a Band B may well be correct.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    In many areas 1995 house prices were well below those of 1991. If the block was built around 1990 then there may be sales which would clearly support Band B. Also it would seem Band B has been well established for many years'

    No harm in trying for a lower band, but don't be overly optimistic
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
