Tax question - High Income Child Benefit Charge

Hi. Not sure if this is the right forum...

I recently received a letter stating I owe a High Income Child Benefit Charge for the tax year ending April 2018. I thought this has to be a mistake as I don't have any kids. But then I realised it must be because of my younger brother.

Details is as follows:
Individual income of over 50k for that tax year
Live in parents house
16 year old brother who my parents claim child benefits for. He's still in full time education
My parents have a combined income which doesn't exceed the 50k individual limit
If its relevant, I don't contribute to his upkeep nor am I a legal guardian.

So my question is - am I required to pay this?

    If he is not your child.....no.

    Do you and your father have a similar name? Is your brother young enough to, theoretically, be your child?

    Contact HMRC to advise the facts.....it appears to be a mix up.
