Can credit card debts be 'written off'? ? ?

I constantly hear on the radio that credit card debts can be written off - it suggests that if you have taken out a credit card before 2002 that there is a possibility that all or some of your balance can be written off? From what I can find out if a bank has consistently increased your credit card limit without you asking then they have almost encouraged you to get further into debt - does anyone knows if this is true? If so how can I start the process?
