Paper tickets are "sellable" don't require a deposit or potentially all the hassle of a "by post" refund.
TFL seems to be coining it in......poor mites
Edit: standard TFL prices are some of the highest public transport fares on the planet to describe the punitive cash fares as 'pricey' is thus somewhat bazaar.0 -
More useful would have been a story comparing weekly/monthly/annual travel cards vs PAYG/contactless and helping people decide which is better value for people who live and work in London.0

I dispute the ALWAYS part of the headline. Basingstoke-Waterloo return with a travel card is only about £3.60 more than just a standard return.0
