This came up on a Google search-
What is a good average putts per round?
Some numbers to look for in assessing your putting improvement are as follows...36 or more putts per round is poor putting. Anywhere between 31-35 putts per round is acceptable good putting for the average golfer. 26-30 putts per round and you have now crossed over into the realm of great putting.11 Nov 2010

As a golfer myself I'd say it's 35-41% shots per round.

Average par for a course is 70, and you want to be putting in 1 or 2 each hole, so anywhere between 18 - 36 putts, which would be about 35-41%

10% is 7 putts, which would be impossible
80% is also just as impossible.
