Bullsh** fare quote from Uber

Just got a taxi from Gatwick North to Woking.
Uber quoted me £47-£64 for this journey before taking the journey
The driver took the only plausible route (M23/M25/A320), which is 35.03 miles
The basic fare was:
£2.50 - base
£4 - compulsory Gatwick surcharge (even though the driver picked me up on the side of the road)
£43.78 - distance @ £1.25/mile - again compulsory
= £50.28 before you take into account the time component.
My journey took 65 minutes due to traffic = £9.76 for the time (So total £60.04)
The route consists of 29.4 miles of motorway, and 5.6 miles of other roads (50mph,40mph,30mph), which Google Maps reckons at 39 minutes without traffic - I don't think it's possible to get it much quicker than that at legal speeds, but let's say 35 minutes which would be pretty miraculous without law-breaking, which comes to 35 * £0.15/minute = £5.25
So the actual lowest fare is £55.53, and allowing for up to an hour of delay that gives a more realistic fare quote of £55.53 - £64.53
So where does £47 come from?

Well the shortest route (avoiding motorways) is about 28 miles - so that would cut the mileage element
But it would be more than made up for by additional time so it can't really explain it0
