Not everyone is a fan of microwaves, and if someone isn’t regularly using ready meal type things they’re not always as useful as you might think anyway. In Japan they completely rebuild and re-open 200m of four-lane highway completely destroyed by an earthquake within six days. In this country, six weeks after a boiler conks out we have a couple of guys look into a cupboard and scratch their heads.1

Update, We have just sent this text to his housing officer,-You said a delivery of a countertop hob and oven can be arranged for Monday.-I told you I am in desperate need of this.-It is now Wednesday and I have not received the countertop hob and oven.- You haven't even bothered to update me.-What is going on?0

I'd be contacting your local BBC news station - "elderly and vulnerable residents left without heating and hot water for months" is the sort of thing that could get some coverage (and be a much needed kick up the backside)4

Yes - this needs to come out of the realms of texts now, and into formal complaint territory. Texts are personal between two individuals they are sent to and from - a Formal Complaint will have to be shred more widely. You need to rule out this being incompetence on a small scale - ie one housing officer not doing what they are supposed to.

I’d contact the local MP and elected council member. And make a formal complaint.2

Just one example of why I'm in favour of greatly reducing limited liability in private and public bodies. Nobody is held responsible, nobody gets sanctioned, nothing improves; the best case is that someone does the job they were supposed to do six months prior and it's the customer that gets the full shaft.1
