    well, I've got a response  from the dvla

    "Before I provide a full response, I would be grateful if you could confirm whether the vehicle is currently off the road. Our records show that it was taxed again on 12 August, followed by a Statutory Off Road Notification (SORN) on 29 August. If this information is correct, I will arrange for the appropriate refunds to be issued."

    "To help clarify, due to the high volume of applications received daily, DVLA relies on automated electronic systems to process refunds efficiently. This approach is both cost-effective and generally very reliable. A safeguard known as the “10-day rule” is in place to prevent a new keeper’s licence from ending incorrectly. This rule applies when a taxing application is made within 10 days of a notification of sale or disposal. In such cases, an automatic refund is not issued to avoid mistakenly refunding the previous keeper. DVLA has implemented this policy to protect customers who may have used incorrect documentation when taxing a newly purchased vehicle. In your case, because the tax was due to start in the same month the Statutory Off Road Notification (SORN) was made, the system assumed a new keeper had taxed the vehicle and therefore did not trigger an automatic refund. A similar process occurred with your current SORN"

    I wonder if I can get compensation for the hours wasted , ringing them?

    I am thankful for the refunds, after nearly 3 months
    but, I don't think it addresses the lack of replys from the 4 phone calls, and the 3 online forms.
    No one did anything or contacted me, untill I complained.
    It shows some problem with their system , and also how they handled  the problem.
    I'll wait till the money is in the bank and then take it further.
    It implies that if you tax a car, eg to get it home, and then sorn within 10 days , the system has a hissy fit.
    Seems like the 2nd sorn was going down the same black hole of 3 months waiting

    get the feeling that it's not very clear from his description, on how the system works,
    as it seems that if you buy a car , tax it (£200-£300) , drive it home, then tell the dvla it's off road in the yard. you won't get your money back...ever...ever..ever !!!
    also if you tax your car for an emergency trip, then sorn it a week later, the system will not pay back the tax

    Almost certainly not. 

    There is certainly an issue with things overlapping. I recently bought a car, went through the process online with the seller to register the change of keeper, then when prompted, declared it as SORN and received a confirmation email (it was a project car, trailered home, so no need to tax it). Around three weeks later I had a stroppy letter telling me my car wasn't taxed or SORNed, giving links to do either and a warning that I might face further action. I went through SORN again, got another email confirmation, and nothing further has happened. I suspect that it processed the SORN application before it processed the owner change, and the owner change "reset" the SORN status as it always does.
