    Not sure exactly what you're responding to there, but it's not a case of GDPR 'not applying', although there are certainly provisions enabling data access by law enforcement authorities in the course of investigating crimes, so in this case it should be expected that even if the CCTV owner was unable to disclose personal data to the subjects (because of the presence of others), the police would still be able to access it and it could be used as evidence in court.

    Indeed. Also surprised the police aren't pursuing it if there is CCTV evidence available.

    The housing association are now saying he has specific mental issues on top of his Bipolar.
    They have invited my friend to a meeting with his carers after they have viewed the CCTV footage. 
    They want her to tell them what she wants done.  
    I told her he shouldn't be in the scheme at all.
    She has again asked fir the footage but they are ignoring her 
    Also the police are not answering her emails.
    What a nightmare for her!

    Why is she e-mailing the police. Get down to the station, phone them, make them listen that she is reporting a sexual assualt captured on CCTV. Complain higher if need be, involve your MP.

    Don't let the management company and carers determine the path.

    Did she make a proper subject access request for the CCTV?
