Is it ok sending emails to people, with a link attached that directs you to a page presenting information and advice? This in an attempt to help decision making on social/political matters and in no way for financial gain.

Far too little information to consider the ethics. What is the relationship with the email recipient?
Is this a business to individual relationship, support charity, individual to individual?
Has the individual requested such guidance?
As for the links, how are you validating the information linked to is actually correct?2 -
I guess you can send to friends. If you send to complete strangers it will go into their junk folder and even if they see it they won't click on the link from a stranger everybody knows about the Nigerian princes

If it is part of a newsletter to subscribers who have clearly engaged on the subject then you would have thought so. If it were an unsolicited mail bomb then it is just spam.0
