Cheapest (per litre) men shampoo which does its job well, making hair clean, soft, shiny and silky. And maybe kills dandruff too. 
Which one is that?

Shiny and silky are traits inherent in one's hair.  If it's not naturally silky and shiny, you're going to struggle unless you get some sort of very involved and expensive chemical process (such as a keratin treatment). 

Softness also is partly to do with the hair's natural texture, and the water you use will have more of an effect than shampoo, especially cheap ones.  Naturally soft water or distilled water are best, but most of England has hard water and there is no cheap/feasible remedy for it.  Even softened water is quite different from naturally soft water, and distilled water is not a cheap option.

Cleaning is one thing all the mainstream shampoos are good at.  Unfortunately the only way to find what works best for you overall (because everybody's scalp and hair are different) is to try different ones.

The cheapest are likely to be supermarket own brands especially Aldi and Lidl. I don't think there's any difference between shampoo designed for men and women, other than perhaps personal preference on perfume. 

I'd suggest washing twice so that your hair is (literally) squeaky clean. If it's not soft enough then conditioner might help.

Tigi urban antidotes (I like the red bottle) sold online or in B&Ms etc for around £7.99 a litre, amazing quaity and just the shampoo leaves your hair soft, I don't use conditioner but if I did I'd try this one.

Alberto Balsam were always my go to for cheapie shampoo - about £3 per litre/ £1 per 350ml bottle. They do scents like tea tree or apple which are more masculine.

I've swapped to shampoo bars now, and spotted that they also make them for £2.50 - I use a different brand at the moment, but a similar sized bar lasts me about 100 washes, so equivalent to a litre of shampoo. I'll definitely give their bars a go next time I need to stock up.

I use Sainsbury's own brand 2 in 1 anti-dandruff shampoo (and conditioner) and am very happy with the results. £1.10 per 300ml bottle.
