Transport for London (TfL) is making the £15 congestion charge permanent in the capital, but from 21 February next year drivers won't have to pay the fee after 6pm on weekdays and before 12pm or after 6pm on weekends.

    London has a unique transport system, where the fares from the tube subsidise the running of the roads. 

    With tube fares having evaporated, what is tfl to do other than to find a way of squeezing money out of londeners to keep the roads maintained. 

    The idea that it's to 'manage congestion', 'reduce emission' or 'protect essential journeys' is all simple lies: tfl needs to find some cash. It's straightforward economics, which is why the vast majority of consultation responses have been ignored. Tfl should at least be honest about their motives, or they'll face legal challenge when the policy of the congestion charge doesn't match the official intention.
