Top-floor flat vs. (top - 1)'th floor

We are considering buying a flat at a new tall (30+ floors) building.
For the same exact floor plan, the developer is asking for 3% more for the top floor compared with the one below.
I heard arguments both ways (top floor flats are quieter because there's no one above but also are the first to be affected by roof leaks).
Assuming that everything else is identical:

- Is buying on the top floor better? (the views are about the same because the building is that high).
- How much more is a top-floor flat worth?
