In the WS that they have sent is there an image of the entrance to the car park as someone would enter from Backcester lane. I have not seen an image of the entry to the car park.
When a motorist enters a car park there should be a sign at the entry.
According the the IPC code of practice there should have been a sign at the entrance to the car park to say that the terms and conditions have changed.

There have been numerous PCN's issued and yet there is no image of the entrance anywhere to be seen. The fact that they have not included an entrance sign in their WS is an indication that the signage is either absent or inadequate.
The IPC code of Practice states that there should be a sign at the entrance to the car park to say that the motorist is entering private land.
There should also be a sign at the entrance when terms and conditions change. See page 30 below.

Google maps is only up to 2020 when the council were managing the car parks.

My mate, who is a solicitor, said this makes his blood boil. That genuine cases are being clogged up in the court by these vermin. They ought to be more than content with the amount of poor unsuspecting people they rob money from but they feel the need to clog the court system up, too. I and he thinks I've got a really strong case and WS so thank to everyone who has also helped on here too. I guess now I'll update after the hearing.4
