Your current variable rates: 21.63p/kWh day, 12.14p/kWh night, plus 29.01p per day.
My rates, fixed until July 2022: 12.98p/kWh plus 10p/day (although no longer available for new customers).
Verdict: You've ended up on one of the most expensive tariffs in the land.  When you are free to leave, shop around (start with Citizens Advice and Which? Switch).  In the meantime, limit the damage by finding the cheapest E.On tariff and paying by direct debit !

It may be me but the bills you have attached are the summary pages - are there other pages which list the meter reads themselves  and the letters A, C and E

One lesson - never, never rely on anyone else to read your meter - it may be the wrong one !
Never pay on an estimated bill. Always read and understand your bill

These numbers are high but not impossibly high

If the caretaker took the reading, it may be he mis read the meter or read someone else's meter.

YOU need to get to see the meter, and get readings, take your phone and photograph the reading.
Make sure it is your meter as well.

I received bills via email and have paid monthly it's fluctuated between £7 and £20 - again I know this is a massive underestimate. But I've always paid something every month and I know I will have to pay something towards the energy I have used but I'm still not getting how it's come to £11000.
On uswitch a property of my size is supposed to be 60-70£/month so how can it be £270?
I have been at the property since Sept 2017 and I think I've only ever been with eon?
Do the back billing rules apply here

Am I able to change suppliers while this is all ongoing? I still plan on dealing with them but they've been a nightmare to contact and if my tarriff is really expensive going forward I would rather go elsewhere.

When you moved in what was the meter reading? And did you see the meter reading (or someone take a photo of it)? (So you can definitely make sure we have an accurate starting point to work from)

Have you seen any of these recent meter readings for yourself? (So it’s not an error at this recent end)

We don't know where your energy has been going but based on the bill you've posted, you've used 60,000 kWh over the period. £70/month, even on a great tariff (and you aren't on one of those) would cover less than half the electricity you've actually used.
Can you give a description of your house and household; how big, when built, how many people living in it, what sort of heating, any hot tubs / saunas / tropical fish?
The back billing rules could apply. Have you asked E.ON about this?

No, I very much doubt that E.ON will let you change suppliers until this is all sorted out.
As kazwookie said, it's possible that the caretaker is reading the wrong meter. You need to get access yourself and positively confirm it's the right one. There's a simple way to check but you'll need one person in your house (to turn the kettle on and off) and another at the meter, both in contact by eg. mobile phone.
You might want to register a complaint with E.ON just to get the legal action stopped while you get to grips with how much you actually owe.

You can switch tariff, but not a hope in hell of switching supplier with that level of debt.
How did you ever think that '£7 to £20' pm would ever begin to pay for an all-electric flat?

Meter reading was taken by my landlord on 28/9/17 when I moved in which was 96535 and 80094

I have registered a complaint with eon and am waiting for a resolutions manager to ring me. They've told me that they've put the bill
I live on my own in a 2 bed flat, electric only. Storage heaters. It's an old mill probably 1800s sometime. High ceilings in some room could be a factor? Only heat the room I am in durinf winter. Main appliances used are dishwasher, washing machine fridge basic kitchen appliances and TV.
