Owner's Consent Form in basic terms?

Can someone please just help me in basic terms. I've been asked to sign an Owner's Consent Form/Certificate as my mother is applying for a loan. Can someone please just explain what it is in basic terms for me before I sign it? Does anyone know if it affects future inheritance or will I be liable to pay anything if something goes wrong as. a result? Everything I find online is full of jargon.
