Wedding in Cyprus

Hi folks new to this so hope I've got it right, my daughter was going to get married in Cyprus obviously called off by travel restrictions. She was using a wedding planner based in Cyprus who was/is attached to the hotel she was staying and getting married at the holiday is going to be refunded but the planner is keeping the deposit which is €600 any help or advice gratefully received
