I think this refers to the talks on disarmament October 2013 when they all voted in favour, but 2013 is not mid 20th century - I'll have to do some more thinking on this.0

It depends what source they have used, but there are references on some websites that suggest that all the countries were neutral during WW2 e.g

(Several sites suggest that Nepal for example was neutral, though according to wiki, it declared war on Germany on September 4, 1939)0 -
My first thought was WW2 neutrality, but Nepal were definitely involved throughout with over 250,000 fighting, and Turkey also declared war on Germany, although not until 23/02/1945.0
