David Cameron's Help to Buy scheme

Apologies if this topic has already been covered.
I heard on the news that David Cameron had brought his plans for the Help to Buy scheme for under-40s forward; starting in Jan 2015. I also remember hearing that you had to register your interest in early 2015.
I have Googled how or where I would do this, but all I can find is news articles on the matter.
Can anyone point me in the right direction please? Or even just shed some more light on the scheme.
