'free boiler'

Went through all the screening checks to see if I qualified for a free boiler on the phone with the Energy Saving Advisory Service and was given a choice of energy companies..I started with British gas..but was shortly informed by them that they had run out of funds..so I reapplied through the ESAS and selected SSE. I received a visit from an energy assessor who took loads of pictures inside and outside and asked about insulation and double glazing etc. I got a phone call from the Installers Liberty Gas a few days later informing me that my contribution would be between £750 and 1100 +VAT..I asked what I was paying for..and was told I did not qualify for the full grant because my house was too well insulated...any one else encountered this?..( june this yr)
