I've searched this like mad and although Dubai seems the likliest answer I'm also finding lots of references to Denmark too.

The image link by Bob above is for an event that took place for a few days in 2012 so not sure if it was just temporarily there or if it is a permanent fixture.

Sorry, that's not much help; I'm just not 100% sure Dubai is the correct answer (yet). It's an annoying stock image that gets used in a few places.

This link is for an album on Flickr entitled Vacation in Dubai https://www.flickr.com/photos/hatwar/sets/72157594182412879 the last pic, taken in 2005, looks like the same wheel taken from a different position. The cars are the same shape with same "onion" shape above each one.
